Yes, by a 9th level or higher rogue.

From the PHB, p.56: "A barbarian/rogue can treat her barbarian levels as rogue levels (or vice versa) to determine how effective her uncanny dodge is." The "vice versa" means that this character can be treated as a 5th level barb, who gets uncanny dodge (can't be flanked).
