Yes, except that in the cartoon "bending" is intimately connected to unarmed martial arts. Waterbenders' moves were based off Tai Chi, Earthbenders' off Hung Gar Kung Fu, Airbenders' moves off Ba Gua Quan, and Firebenders' off Northern Shaolin Kung Fu. So it'd make no sense for them not to know any combat... Non-monkish weapons, maaaaaaybe, but otherwise...
 

Yeah. Martial arts -- different specific styles of martial arts -- are integral to the Bending thing.

I'd look at some variant Monk schools & styles, and look at making the Bending powers into specific stances & maneuvers. Would be a great Tome of Battle variation.
