I am not sure why any player would prefer a +2 over a D8 at low levels (or even a +6 over a D12 at high levels.) They probably need to be playing a different class if they are that risk adverse. On the other hand, if that sounds appealing to them, I would definitely let them do it. But you might want to look at homebrewing a new fighter subclass that caters to what they are looking for rather than a nerfed Battlemaster.
average die round up is also nice as mentioned.
it's reliable, little higher than a roll but it doesn't double up on critical hit, and lets face it, if you roll a crit you will use a manuevar even if you didn't need it just for thos two extra dice of damage
so starting at +5, and +6 at lvl10 and +7 at lvl 18 is all fine.
But considering crits I would even do a +6, +8, +10 bonus.
Hmmm. Int bonus+proficiency perhaps?If I was changing these things, I might decide to actually do +4, +6, +8 instead. It weakens the roll slightly, but to compensate I'd have a critical hit replenish 1 superiority die, which could be spent immediately or saved. It might make for extra fun as there's always that chance of getting more dice without needing to rest.

This is basically the same as what I said, except I recommended Str or Dex, like the battlemaster already uses, plus proficiency.
