Beacon of hope + Sacred Flame

If my cleric casts Beacon of Hope:

Beacon of Hope
A burst of divine energy harms your foes and heals your allies
Daily ✦ Divine, Healing, Implement
Standard Action Close burst 3
Target: each enemy in burst
Attack: +3 vs. Will
Hit: The target is weakened until the end of its next turn
Effect: You and your allies in the burst regain 5 hp, and your healing powers restore +5 hit points until the end of the encounter.

#1) Does the effect take place even if it does not hit an enemy?
#2) Does the +5 hit points on "healing powers" apply to the temp hit points sacred flame gives out? Or does healing powers mean anything with the keyword healing?

Yes. Refer to the definition of "Effect" (updated in PH2, but also in PH).

It is (IMO) unclear exactly what "healing power" means -- probably, powers with the healing keyword, although arguably any power that restores hit points. Either way, temporary hit points are not included, so no, Beacon of Hope doesn't change the number of temporary hit points granted by Sacred Flame.

Every power that causes the target to regain hit points has the Healing keyword, much like every power that deals Fire damage has the Fire keyword. In any case, eriktheguy and Joshua Randall win the round.
