Nah - I'd go with gaining darkvision being physical improvement.

Well, there's the ole' Vision affinity that's much more relevant. Otherwise, almost anything could fit into "Physical improvement." Anyway, I agree with KD that they shot from the hip. And, I used this item frequently and I don't think it's broken at the listed price.

It is definitely very good for the price, I think, but I wonder if some of the other abilities aren't just a bit overpriced (like Darkvision), especially due to the typical hefty price increases due to slot affinities, multiple abilities and so on...
(Especally if I hear people complain about the Warforged abilities and how they get expensive items basically "for free", and than forget that someone like Half-Orc and Dwarf get darkvision, which is quite expensive. Though this leads the discussion off topic )

As a DM, I would chuckle if a player suggested stripping away the chaff and getting the belt's real perks even cheaper. Then I'd kindly inform him, not in this lifetime.

Yeah except a player can just remove the belt and not get the penalty when he needs to be social with non-short folk. So its not a much of a penalty at all.

Sure a DM can contrive situations when the PC is not wearing the belt and could benefit from its abilities but cant get it on in time... but that would just be a pain in the ass and a waste of effort, in my opinion. A DM has better things to think about most of the time.

The rankings of LA +0 races currently stand:

Warforged > Dwarves ... (everything else) ... > Half-Orc.

For his Darkvision, a Half-Orc gets pretty heavily hosed. Darkvision is muy muy useful, but nothing is worth that. The race even has a special ability that basically translates to "Get wailed on by all those Orc-Bane items the elves have been stockpiling for years."
