How does the system compare to Mutants and Masterminds? I'm not so much interested in anime gaming as I am in a point buy version of the d20 system.

Okay... that's just freckin' lazy. I bought it yesterday after looking over the SRD (the local gaming store <I>finally</i> got it in). While 30 was a tad steep, it was worth having a hard back.

Well, you could always ask GOO to make a Stingy Gamer Edition of BESM d20. I got my SAS d20 SGE for $10 (standard retail price - US).
