That's because the cleric loses his 5th point of BAB (vis a vis a 1/1 progression) at level 17 so if you take Cleric 17, you've lost the possibility of having 4 attacks/round due to BAB. (Of course cleric 17 also gives 9th level spells so it's well worth it).

It might, but usually good archer builds depend on the Elf domain from FRCS, and I don't see a way for a non-elves to get it. Non-elf will also have to get the war domain, because they won't be proficient with bows without it. (IMO war domain is good for elves too, but not necessary since they might want time domain instead.)
