Best way to kill a kobold?

I know, I know, this sounds like a joke but hear me out. I have a Wizard15/Archmage5/Fighter4. I didn't take Epic Spellcasting because I didn't have the Spellcraft ranks, instead I took Improved Initiative because I know once you go Epic things start to get a little hairy.

Anyway the kobold in question has two levels of rogue which could be trouble. Any suggestions?

Don't be silly - a Wish costs exp. to cast.

Go with Meteor Swarm - if you cast it behind the kobold, so that it detonates early, the scaly blighter won't get a saving throw.

That's presuming you have the BAB to hit his ranged touch AC.

Not to troll, but I doubt there's any way you can do it. Kobolds use traps after all and some of them are pretty nasty. My advice would be run away and gain a few more levels first and then hire someone else to take the rascal out.

Scry the kobold out. Recon is always best. Then buff yourself up with every buffing spell you have (extended of course) and teleport no error in there. Lob around a few high level spells that are save or die and use try to make the saves varied (equal number of will, fort, and reflex saves).

There's only one solution. You should talk the kobold into taking levels of Monk. As has been amply demonstrated on the boards, 3E monks suck; once the kobold has become a monk, you should be able to kill him easily.
