To satisfy my geeky need to create tables of comparisons, I've created
the following table. It compares RAW, +1/5 ranks (HouseRule A) and +2
at 5, then +1/10 (HouseRule B).
I did it all the way out to 65 ranks (minimum level 62 character),
which, I *hope* is sufficient for most people. Even all the way out
there, using +1/5 ranks only grants an additional +5 synergy bonus. I
should think a level 62 character should have had plenty of opportunity
to find ways to gain an additional +5 skill bonus by then.
So, yeah, that's what the rules should really look like, IMO, and I hope
they do so in 4e. It is a simpler rule, scales nicely, and isn't
broken, as far as I can tell. In most campaigns, as far as I know,
characters of Epic levels are rare, and before that, this doesn't give
out any bonuses they wouldn't already get until level 15.
