If I were to play a binder in forgotten realms, what would their powers be in relation to the Weave?

I'm of the opinion that other then the actual manifestation, that they are "Outside the weave" and thus don't face any difficulty with dead magic zones. I've gotten into an argument with friends, I'd like to get people's opinions before I bring it up at gaming group.

Sorry I posted it in the general RPG forum, I didn't see this one and I was half-passed-out at the time.

If the weave does not exist in this realm, then unless your DM likes you, logically you aren't privy to the advantages of the weave, sucks to be outsider. However if this is something that acts as a counterbalance to an otherwise unbalanced race/class, like light-sensitivity for orcs, then it's necessary for the DM to implement that penalty from another source or ban the race/class.
 

Erm... I'm not talking about if I'm privvy to any of the advantages of the weave I'm talking about if I'm privvy to the DISADVANTAGES of the weave.
 

Yeah, that's what I'm saying in the last sentence of my post. Any racial/class penalty is put in place to balance things. Removing these penalties normally results in an unbalanced PC. If the RAW penalties don't apply to you in the DM's campaign, then it's a good DM's call to say that the race/class is banned or rewrite the rules to ensure balance.
