I mean, if Jackson wants a bigger cut of Hobbit, so he's holding out, and New Line is also having to give (er, MGM? the other company) a cut, plus they can't even get the project started for years and years... well, maybe they are better served finding someone else to do it. I think the Hobbit is different enough that it shouldn't really "match" the feel of LotR (though I imagine the prequel should), so a different director might be a good idea.
Especially since I don't think that the cast should be automatically be the same, though it would be nice. Going non-Jackson does free their hand a little.
