Blaster class ability; looking for second opinions

As a DM, I would look at the rules in the book and conclude that it's a silly mechanic, given that it encourages the playing of delusional characters. I'm not going to fault the players for the fact that the game mechanics encourage this behavior.
You didn't actually answer my question, though.

If I didn't want that sort of thing to happen in my game, I would just ban the class, or figure out some house rule to make it work in a less disruptive manner.
Okay. Since this is a house rule, on a house rule forum, it might be pertinent to provide some specific suggestion for how you would make it work in a less disruptive manner.

If I allowed that class in my game, it would be under the full expectation that it would be played in such a manner.

Given that the damage output never rises above that of a rogue's sneak attack, the best and most obvious alternative is to just always leave it at maximum damage.

If I really wanted to make it more complicated, and really wanted to build in an escalation mechanic, I would have it gain a damage die whenever the Blaster killed an enemy, and have it reset only during a short or long rest. In that case, it would be preferable to raise the damage limit much higher, to make up for the fact that it's so weak during the first few encounters. Even then, at higher levels you would probably need it to start around 3d6 or higher, or else you run the risk of never dealing a finishing blow.
