I mean, ask your yes/no question again: "Vulnerable all damage. Is it damage? Yes. Vulnerable." and then look at your comment: '"Vulnerable all" is not "vulnerable to radiant".' How do these statements not conflict or at least not seem confusing?

Because the word 'all' and the phrase 'to radiant' are not the same thing. They don't mean the same thing, don't refer to the same thing.

Also, vulnerable isn't based on damage types. The term is 'vulnerable all' not 'vulnerable to all damage types'.

Or, if you prefer using something more mathematical

The universal set of damage and the set of radiant damage are not the same. Radiant damage is a subset of the universal set...

however...

if you have a function that acts on sets, even if the domain of that function is itself a set, that function applied to the universal damage is not necessarily the superset of the function applied to the set of radiant damage.

Put yet another way:

Did they spell 'all' Romeo Alpha Delta India Alpha November Tango? No? Then it isn't necessarily the same thing.
