Blink automatically allows sneak attacks, what?

Blink says that you get a 20% miss chance, and it states that it is from something other than concealment. If it was a miss chance from concealment, it would say so, as it does when referring to the miss chance for opponents who attack you.

Not to mention that the usual wording for those things is akin to "grants Concealment (20% miss chance)", and not "grants a 20% miss chance".

It's crystal clear, really.

Not to mention that it's not overpowered at all. You usually spend the first round of your combat casting it or activating your ring and when battles usually last 2-4 rounds, that's a huge cost. And it's not like getting sneak attacks is hard without it, either.

As has been repeated several times: there is no impediment to the rogue's vision when he makes his attack. He will not attempt to attack when he is on the ethereal plane, but will instead wait until he is on the material. This is because he has a zero chance of succeeding in an attack when he tries to attack someone on a different plane of existance. However, while material, his vision and abilities are perfectly normal. Therefore, he can make attacks just fine. However, the blinking effect interrupts his attacks 20% of the time by shunting him to another plane of existance before the weapon makes contact.

Whether vision is impaired on the ethereal plane is completely irrelevent to whether the rogue can attack normally while on the material plane. And, while blinking, he makes attacks only on the material plane, because only those attacks can succeed.

There is also the question of how impeded is your vision? In the picture used in 3.0, there was a tree that was 'fuzzy' do to being in the Material world. You can make out single leaves well enough, and the perspective used is from several feet away. If you can make out leaves at this distance, why can't you make out a target of roughly the same size at 5 ft?
