Blink vs. Dispel Magic

no, he did not. I ruled the right way (kinda) for the wrong reasons. He would still suffer the 20% miss chance for being unable to see his target, but being able to target ethereal.

The abjuration effect extends into the Ethereal plane, but the targeting effect doesn't? What the spork?
Right. To target someone you need (generally) both line of effect and line of sight. He has line of effect (due to the rules passage Hyp quoted) on both planes, but his line of sight has 20% to fail. The area of effect would definitely be an option.

I take it all back (I'll leave my posts above alone though). The blink spell specifically says it works normally (i.e. no miss chance).

"Force effects and abjurations affect you normally."

Note that the quote about "force effects/abjurations" is in the block which describes the condition of ethereal creatures in general (not specifically about the blink spell; yes, it's a little odd to have the general block in there).

I would still apply the miss chance for targeted spells "unless yoyr attacker can target invisible, ethereal creatures". But, if someone lays down an area dispel magic, then that dispel will definitely hit the blinking creature.
