You're pretty much right on the money JD 
When you are eligible to take a feat (which if you are on Active or Reserve Duty can also be a bonus feat), you may select an MOS as a feat and gain all the benefits listed there.
If you spend the necessary skill points you gain a bonus on promotion checks. And it doesnt have to be on the three skills you selected when taking the MOS, it can be any skill listed under the MOS.
