But seriously what I like about Bluffside is that it can fit ANYWHERE in the Scarred Lands, but I do think the original poster has the best idea so far. That's at least for Bluffside.

The more I look at it, the more Darakeene's northern territory, near the Devouring Reef, makes sense.
It gives me a nice area, off to the side, with which to play with, as well as loads of 'non-city' spots to drag the PCs off to, if I so wish it - well, if they wish it too, but I'm sure NONE of them are looking at this thread, right?
Anyhow, I've had a soft spot for the Scarred Lands for a while, since they're the only place I've been seen in-print thus far, and I'm very enthralled by Bluffside.
The city is interesting, the back story is pretty original, and some of the NPCs are just perfect - I've always liked the idea of adventuring-archaeologists - plus the on-line files for it, via the login/password option, are pretty useful.

As for Freeport - I think if you look just barely to the north of where Calastia's border hit's the southern edge of the Blood Sea you'll see a 'notch', it's basically pointed at by the Peninsula of Corean's Cleft. I think this 'notch', obviously a natural harbor and away from much 'official' influence, would be a perfect spot for 'Freeport. It has access north into the Blood Sea, and then South and West into the untainted seas.
Just my opinion though.
