Would that be allowed or would the tatoos be considered "magic items" ? What about psionic tatoos ?

The tatoos from Tat Mnk are not magic items because it don't spend Xp and Gp you take when achieve at level necessary. In change the psionic tatoos are like scrolls. In my opinion you cannot take psionic tatoos wit Vop

Mok/Tattoo'd Monk, with the Vow of Poverty, is perfectly workable. The Tattoo'd Monk's tattoos are class abilities, not magic items.
