Bonus types

A good rule of thumb for introducing new items in 4e is to type all bonuses if at all possible into one of the already existing categories, and avoid untyped bonuses. Introducing new sources of stacking +1's here and there quickly unbalances the game.

To be fair you can have untyped bonuses but only for things that only occur in a particular set of circumstances. The less common the more likely the bonus is to be untyped.
 

Where's EFS?

"...you can add the weapon’s proficiency bonus to the damage roll."

To me that is an proficiency bonus. But then it only happens with one attack type, that has it's damage limited anyway so the fact it is an unusual use* of proficiency bonus isn't really a problem.

*proficiency bonus are only meant to apply to attack rolls.
