Bonus utility powers?

I was thinking of grouping non-combat utility powers by level, but tier is a really good idea.

I also thought that the powers could be grouped by power source or race, instead of class. Though there could also be a generic bucket as well, perhaps based solely on being trained in a skill. Power source would be nice, since you could include powers like Holy Lantern without necessarily granting all characters access to magical abilities.

I think the main purpose of these secondary utility powers should be to encourage players to add more breadth to their characters, and not to further specialise them in the areas they already excell.

This being the case I don't think they should necessarily rely on already being trained in skill, in fact I think they should be used to enhace skills that the character doesn't already have.

I think, and correct me if I'm wrong:
- the point of primary utility powers is to enhance your class role
- the point of secondary utility powers is to enhance your character concept

Is this what we should be aiming at, or am I diverging from the original intent?
 

Well, I can only speak for myself: my "aim" was that I was made aware 1) there are out of combat utilities 2) because you can't choose one of these without sacrificing something useful in-combat players in combat heavy campaigns (not more heavy than the D&D average, I suspect) 3) these ooc utils simply don't get chosen

Now, after doing an inventory, I see the problem is largely focused on rogues. As in, possibly it's only rogue players that are complaining.

If all classes had at least one ooc util at each level; then I'd certainly want to create a houserule (because I know my players and I know my campaign well enough not to kid myself into believing they'll ever sacrifice combat capability for some ooc benefit)

However, because it turned out to be mostly a rogue thing, I'm not so sure anymore.

I mean, I'm hardly going to give freebies to my Rogue player only.

So I guess that unless one of you guys have thought about it some more, perhaps coming up with neat simple and generic solution I'm just going to drop it.

I'm already the person most interested in houserulin' in my group as it is... so perhaps I should focus on my other "pet project" (giving them a MP/AP feat as a bonus feat) instead... :)

It's still a shame there's going to be half a dozen level 6 rogue utilities that will never (not a big chance someone will roll up a second rogue after all, with so many classes to explore) see game play, though...
