You may be asking about Player's Option: Rogue. It's by Mystic Eye Games. That seems to match your description the best, though I don't have the book.

The Wizards of the Coast splat book for 3E Rogues and Bards is Song and Silence. Presumably, there will be another book in the Complete set for Rogues - however that probably won't be out until next year.

I also have Quintessential Rogue by Mongoose Publishing. There's some good stuff in it.

Speaking of FFG, there's also Path of Shadow. I don't have it but the Path series has a good rep.
