Except that it's an 8th level Cleric spell. Not even Wish could let you cast that.

However, like I said, it's dispellable, so I don't think it deserves an LA any more than spells that are Permanency'ed.

If your DM makes it so that it actually becomes part of you, then yeah, LA +2.
