Green Ronin's Cavalier's Handbook has a very brief section that offers a list of Breed Characteristics (+2 to any Attribute other than INT, Smart = reduce DC to control, with handle animal, Fast, and Trained) each with a gp cost.
It also provides guidelines for degree of quality for specific horses. (Poor, Standard, Good Excellent)
It isn't worth buying the book for this by any means. (Though I think the book is worthwhile).
Anyway, it is also a lot less developed than the books listed above sound.
But if you have access to it and a quick and simple means of having distinct breeds and unique individual horses within a breed, then this little option works nice.
