Books for ruling nations/organizations?

I need rules for ruling a domain, any suggestions?

I'm looking for a book with rules for PCs running governments or organizations.
Maybe something like the old Birthright setting had, but without the whole blood of the gods thing.

Fantasy or modern would work.
Any suggestions are welcome.
