Who do you see using this item with 1d3 damage?
I would call it a sub-par choice for just about every character. With the low damage, it would only really appeal to a Rogue (imho, since they can add extra damage when they have combat advantage) and Rogue would have to spend a feat (which they wouldn't need to do for either Shuriken or Hand Crossbow) - and I don't see this as being a whole feat better than either.
(In other words, I'd see the range in exchange for the lower damage as a fair trade-off if it didn't also require a feat to gain the proficiency bonus).
I'd suggest that if you leave it as is, you make it not be a superior weapon or, if you make it a superior weapon, I'd go back to 1d6 for the damage (even then, it is barely superior to a handcrossbow).
