Boots of speed pricing

There are no rules as such for pricing magic items, just very rough guidelines.
Some items should be more expensive than the guideline indicates, others less.

Some items are more useful then others, so the makers decided the price should be a bit higher. Pricing magical items is not an exact science.

Actually, Boots of Speed are underpriced by the creation guidelines.

Level 3 spell * 10 caster level * 1800 command word / 5 for once per day=

10800, not counting the ability to split the effect into separate increments.

Considering the power of the effect, one would expect a higher than base price as well, not a lower one.

I don't see a problem with it being that low. It's a nifty magic item, but it isn't all that powerful. Besides, you must be able to speak to activate them, making them absolutely worthless in an area under a silencing effect, provided you hadn't already activated them of course.

8000g strikes me as a good price. It's high enough to keep a PC from casually buying a pair, but low enough to be purchasable. In my party of 6 PCs now 13th-level, only one of us has gotten around to purchasing these boots. There are just a lot of other things a PC is going to want to buy.

I can see this price being more of a problem in a party which has an Item Crafter (our party does not.) If you're crafting the boots yourself, you're looking at only 4000gp and 320xp, and that is cheap. :)
