Break the Evil Sword

Hope you don't have revenants in your party. Otherwise a simple feat will be enough to overcome most of the drawbacks (just don't deliver killing blows and concentrate on weakening unbloodied target). Would be a fantastic item for a Bleak Cabal assassin...

It doesn't matter who deals the killing blow. If a creature dies while subject to the necrotic damage effect, it gets reanimated; this applies even if the creature has enough necrotic resist to negate the damage, or dies outside the 20-square range limit. Good thought though.

You could try to work something where you tag stuff with the necrotic damage and then throw the Sword into the sun before the target actually dies, but you'd have to be fighting in the mouth of a cave or some such... though I suppose the PCs might start trying to lure every monster in a dungeon up toward the entrance. I'll have to ponder that.

Dunno if you've seen this or not, Darsuul... but WotC published two version of Blackrazor back in February that may or may not be of interest, since they are along the lines of what you're putting together. The assumption of the article is that a PC will wield Blackrazor for a while... but that they'll have to do some really evil things (devour souls) while doing so.
