Breastplate of Command?

From the SRD:

Breastplate of Command: This finely crafted +2 breastplate radiates a powerful aura of magic. When worn, the armor bestows a dignified and commanding aura upon its owner. The wearer gains a +2 competence bonus on all Charisma checks, including turning checks and Charisma-based skill checks. The wearer also gains a +2 competence bonus to his Leadership score. Friendly troops within 360 feet of the user become braver than normal. Since the effect arises in great part from the distinctiveness of the armor, the wearer cannot hide or conceal herself in any way and still have the effect function.

What does the bolded part mean in game terms? The original version of the armour (from the Arms & Equipment Guide, p. 93) granted a +2 morale bonus on Will Saves to allies within 30 feet. Has this been dropped? If so, why even include the statement?

If they've dropped the morale bonus, they probably just forgot to remove this sentence.
 


Well, Command special ability in AEG is not the same thing as Breastplate of Command in DMG (this is a specific armor and not a generic special ability). Command ability in AEG is not the older version of Breastplate of Command.

Breastplate of Command was already in 3.0e DMG and that is the older version, and basically, the same as 3.5e version. The most significant rule change is that the bonus was a circumstance bonus in 3.0e and now a competence bonus. And the bonus to Leadership score was not in 3.0e version.

Regarding "become braver than normal" part, there was no clear game effect from the beginning.
