True Strike has a target of The Character and is a 1st level spell so it will work. Mirror image also has a target of The Character so it will also work.

Well... my book shows true strike and mirror image as having a range of "Personal". Even post-errata there are two potions on the DMG potions table (p. 191) with a range of "Personal": speak with animals and alter self.

Not that I want those first two spells allowed as potions, but that's not a totally cut-and-dried rule.

I thought the bag of tricks were the 3E poke balls...

I don't see any reason to limit the spell selection of potions. Magic weapon and keen edge are just oils you anoint your blades with, and area of affect spells are either like bombs (fire ball), claymores (burning hands), or give you the ability to cast that spell as your next standard action ( lightning bolt, acid arrow, or magic missile).

Yes, but what about potions of Shield? Do you really want your fighters walking around with +7 AC for a minute? Plus, that would mean that they would be available for general sale. After all, 1st level potions shouldn't be too hard to find. To me, potions of Shield seems unbalancing.

That's because shield is broken
 

If you don't like shield, make a potion of Tenser's Transformation and give it to a fighter to drink.
That's unbalancing!

But nice to imagine...
