Brutal Strike: not expended on miss?

I see comments about the brutal strike not being expended on a miss, but in the power, I don't see anything for a "miss" effect. Am I missing something obvious?

How many other reliable powers are there?

Several, all fighter dailies, and IMO usually not worthwhile.
Personally, I'd like to max my hitroll, and take powers that have reduced effect on the off-chance that I miss.
