Buckler Question

Back in 3E, I seem to remember lots of rogues running around with bucklers. But a read of the class says Rogues, Assassins, etc. are not proficient with shields.

Can a rogue use a shield without coughing up either a class or a feat?

Using armor or a shield that you're not proficient with only matters if it has an armor check penalty. Masterwork bucklers and masterwork light shields have no armor check penalty, so they can be safely used without the shield proficiency.
