Druid was my first thought on this. Between the animal companion and spells, then wild shape later on, they tend to have a lot of things covered.
Another option would be a Mystic Wildshape Ranger Sword of the Arcane Order.
Mystic Ranger is from Dragon 336.

Sword of the Arcane Order is found in Champions of Valor, page 34.
Basically, you now have 0-5th level spells, more spells per day, and at 4th level limited wild shape and 0-5th level Wizard spells too. Up until level 10 it's Tier 1, assuming you have decent access to spells from the Wizard list through scribing and a spell book. After that it probably comes down to T2 or 3. It is still highly capable and versatile though.
