Well, what some have said is quite important, to get the most out of the summoning range (besides planar ally is not a summoning spell, tho it kinda fits the concept ;)) you need both FULL caster level and FULL spell level access!

Summon monster is not a spell chain you get the most out of at higher levels, it's a spell chain you absolutely need to have access to the higher levels to keep it effective.

So, I'd also reconsider your idea to mix cleric and wizard there.

Some class or prestige class which directly adds to your summoning capabilities is obviously very good. There are some out there, especially in the third party products (some have been listed above).

Augment Summoning (and the rather useless prerequisite of Spell Focus: conjuration) is obviously an important feat for a summoner. :)

About skills... pick up some languages, like celestial, abyssal, infernal, auran, ignan, terran and aquan, since not every summoned creature will speak common. Knowledge skills, especially knowledge: the planes for obvious reasons, will give you a broad knowledge about the creatures being summoned.

Hide (invisibility is your friend) might be a good idea as well. :)

Other than that, if you also want to go into the calling range of spells (i.e. planar ally or planar binding) you'll need a decent Charisma besides your spellcasting attribute(s).

IIRC, the summoner swaps their ability to call a familiar in order to gain the ability to reduce the casting time of summoning spells to 1 action. Gentlemen! Behold! Quickened Summon Monster IX! Sure, it's a 13th-level spell, but who cares? No one else can do it! :D

I think super augment summoning ability is gained by swapping out the bonus feats, but don't quote me.
