Bull rushing with a tail attack?

Okay, I've had several posts about the Half-Dragon T-rex's in the Temple of Elemental Evil so you're probably getting sick of me already but bear with me again.

Can they bull rush with their tails? They don't get attacks with the tail, but it's still moveable and big? How would you resolve it? Figure it dosen't get a size bonus and only half str sound fair?

If you're gonna have the big guy sacrifice an attack to push someone back a bit, give the tail attack all the STR, and all the bonuses.

And what Half-Dragon T-Rex are you talking about?
I don't remember hearing about it...

There are a pair of Half-Dragon T-Rex's in the inner fane right after the door. Leading up to the door is a 10ft wide bridge that goes down ~60ft and there is lava at the bottom. I thought it would be great to push a PC into the lava...
