1.If the defender has cover (because of some obstacle/obstruction), is the AC bonus in effect for touch
attacks?

Is the Shield spell
(which provides a cover bonus of +7) effective against touch attacks?

In the PHB, cover is left out. Under touch spells, it says armor
bonus, shield bonus, and natural armor bonus do not apply. You get bonuses
from size, dex, and deflection.

2.Does the spell caster, if holding a touch spell charge, have to make concentration checks if struck in combat. Thus, I cast Shocking Grasp, move in to touch the Ogre, and miss
(typical for me). The following round, the Ogre hits me (again, typical) for 10HP of damage. Do I need to make a concentration check to continue holding my Shocking Grasp charge?

3. Would one of you please refer me to the source & page number
to where it says a spell caster can cast a touch spell, move, and make an
attack all in the same round?

1. Yes. The only bonuses a touch attack ignores are armour (including from a shield) and natural armour.

2. No. The spell is already cast, so there's nothing to disrupt. You can't "drop" a charge.
 

1. Yes, you still get the cover bonus. The book is quite specific on the all-inclusive list of what is NOT counted - everything else still counts.

2. Very good question. The rues don't directly address this - but if you touch ANYTHING (even accidentaly) the spell discharges - so a concentration check to avoid having your hand accidentally touch something may be appropriate, but this is totally a DM's call.

3. Sorry, my books are in my car outside and I'm inside, but that is indeed the rule.
