In other words: useless.

Not quite true. Swift Fly is a 2nd level spell, and after reading a scroll, you can still take a move action and fly 60 ft. Might be handy to cross a chasm or get over a wall or something. Swift Invisibility allows you to read the scroll, disappear, and use the move action to get away. Not the best examples but there are uses for these, particularly if they reduce the spell level like Swift Fly.
