Well, I'm sorry for having to correct you, but they do give skill points. I can guess you're refering to Savage Species' racial levels. I'm thinking AU racial levels here 
Anways, the thought was though to let only the most noble of Drow to undergo this ceremony. That being said, only the most elite Drow get this ceremony (not connected to the Truename theory one bit). And what part of the Drow do the surface people see? Of course the most elite of their assassins, meaning that when the spellcasters try to stop them, they see that they have SR to them, and thus assume all Drow have that quality.
