Can a non-epic spellcaster coutnerspell an epic spell?

Can a non-epic spellcaster coutnerspell an epic spell? Can a 20th lvl wizard counterspell a epic wizard casting an epic spell with greater dispelling or some other such spell? Thanks guys

do you mean can a 1st lvl wizard with magic missle/counterspell readied who wins initiative on an ELPC who was going to cast an epic-metamagicked magic missle counter the ELPC's spell?

I don' see why not, as long as the spell is still the same ... you can meta a 0th lvl spell all the way to 9th lvl, but a 1st lvl caster who has that spell readied for countering can take it down no questions asked ...

course, I don't have the ELH so I'm not sure what it's feats are ...

is there any mention of epic dispell? if not I'd follow the rules in the PHb ... so go the dispell check route, a non-epic caster probably won't be able to dispell an epic spell anyway (unless it's a 20th lvl vs a 22nd lvl or something that's relatively doable)
 

You can attempt to dispel or counterspell an epic spell with greater dispelling, but it's quite hard to make the dispel check: You roll 1d20+Caster Level (max +20) against DC 11 + Epic Spell's caster level. Your best result is 40, and the DC is at least 32! (dispel magic is not strong enough to dispell an epic spell, as it's best result is 30).

There is epic counterspell, which gives you +40 on the dispel check to counterspell any spell (epic or not), and superb dispelling is as greater dispelling, only that it has max +40 and deals 10d6 backlash damage. Of course, these are both epic spells.
