Can A Spell Caster Out Damage a Martial Consistently?

Emphasis on can here- if they have time crunches or any reason to not rest, that's a different story. I'm talking about, "Hey, we're in town, we just tangled with some wererats in the sewers and got beat up, the casters feel they need spells to continue.
