Can a wand be a club?

To my suprise, the custom weapon construction utility offered 50 charge spells (like a wand) as an option that you could put on any weapon.

That's obviously not an item or an option that exists in the core rules. Allowing such a thing, like any new item invention, requires a House Rule on the part of the DM -- and I agree with you that that's pretty cheesy (i.e., why make normal wands anymore?)
