Can a warforged become a Dragon Disciple?

Well, can they?

And for a more broad and general question, is there any official ruling on what, if any, prestige classes are available in Eberron? Has the Author spoken out about this?

According the the 'Requirements' section of the PrC in the SRD, yes.

According to the flavor text in the DMG (and common sense) probably not. :)

The beginning of Chapter 4 states that any prestige classes from the Dungeon Master's Guide can be used and other prestige classes can be used with DM permission. When it comes to Eberron and this sort of question, the answer appears to be it's fine as long as the DM agrees which is of course how these sorts of questions should usually be answered.

I haven't got the book, but I understand that one of the great progenitor dragons (Eberron) became the world. I'd say there is enough lingering "dragon-ness" in the metal plating of any warforged character to allow it to become a dragon disciple (assuming it meets the other prerequisites) ;).
 

According to the Eberron section "The Nature of the Warforged", Merrix d'Cannith introduced near sentience into the construct warriors created from the Forges. Merrix's son made the breakthrough that resulted in the warforged becoming living constructs.

Now this is about as detailed as it gets on the creation process - to me it sounds like the combination of living organs and metal where used in the construction of these beings - You could argue each deriving a personality based on the living samples its created with. Theres nothing to say that one such warforged was created with a large amount of living materials belonging to a particular dragon and that the inherant magic in the dragon surfaces in the warforge and begins to manifest itself in the form of a dragon diciple.

Would make for a great PC story and an even more deadly NPC :)

In essence the warforged dragon diciple would be the opposite to the warforged juggernaut - one that is trying to become more like a living creature and distance itself from its construct nature.
 

FWIW I wouldn't allow any transformational prestige classes for warforged without thinking very carefully. As a DM I wouldn't allow a warforged to take Dragon Disciple (although I wouldn't use DD in my campaign anyway - I don't like the flavour or particular the execution of the class)
