I'll take a stab at it, assuming it to be epic and not an artifact, and assuming caster level of 20 (probably too low, really):

+5 Luck Reflex 50,000
+5 Luck Fortitude 50,000
+5 Luck Willpower 50,000

+5 Luck Ability Checks Estimate: 25,000 for each ability, 150,000

+5 Luck Skill Checks 2,500 for EACH SKILL. Estimate: 62,500

Armor +8 64,000

'invisibility' at will (no action to activate?) 80,000 (20th level)

'fly' at will (no action to activate?) 120,000 (20th level)

'freedom of movement' 2x/dy; 160,000
constant 'protection from evil'; 40,000

no need to breathe 18,000
eat or drink (as the Ioun Stones) 4,000

Magic, 40,000 (20th level)
Halfling, 10,000 (Just a guess)
Metal & Mineral Detection (30ft); 10,500

versus dragons as a ring of elemental command (evil = can't approach within 5ft, -1 penalty to their attack rolls, wearer at +2 ST, + 4 morale bonus to attack and their weapons bypass DR. Good = +10 circumstance bonus to Diplomacy checks); 200,000 (at least!)

Now to add it all up:

Mutiple different abilities all in one slot gets a little complicated. Let's make it easy and say it's:

200,000 + 1.5*(50k + 50k + 50k +150k + 62.5k + 64k + 80k + 120k + 160k + 40k + 18k + 4k + 40k + 10k + 10.5k + 200k) = 1,863,500

That's a starting point, anyway.

I'll take a quick stab at actually coming up with a price for this using the Patryn of Elvenshae Patented Magic Item Pricing System (TM) (R). It probably won't be pretty, though.

Holy crap. That's a lot of stuff.

So, let's get the easy stuff out of the way.

  • +5 Luck bonus to Saving Throws, Ability Checks, and Skill Checks
  • +8 Armor bonus to AC
  • Sustains Creature without Food or Water
  • Sustains Creature without Air
  • Ring of elemental command (dragons)
  • Spell storing 10

The first is nothing more than a more powerful Luckstone. Luckstones provide a +1 luck bonus to the above for 20,000gp. They're unslotted, so a slotted version would be 10,000gp. Using the generic bonus formula (Bonus^2 * Constant), the constant for a luck bonus to the above is 10,000gp. A +5 bonus, then, would cost 250,000gp.

Armor bonuses are easy. Armor bonus squared * 1,000gp. This, then, costs 64,000gp.

Clear Spindle Ioun stones sustain you without food or water for 4,000gp. Since it's unslotted, a slotted version would cost 2,000gp.

Iridescent Spindle Ioun stones sustain you without air for 18,000gp. Since it's unslotted, a slotted version would cost 9,000gp.

Rings of elemental command run you 200,000gp. Assuming a 30% price increase to work on dragons, you've 260,000gp.

Finally, that's just a ring of spell storing, major. Add on another 200,000gp.

Now, we look at the "Spellcasting" parts of this item.

  • Invisbility "at will"
  • Fly "at will"
  • Freedom of Movement 2 / Day
  • Detect magic "at will"
  • Detect halflings "at will"
  • Detect minerals "at will"

These are all priced at Spell Level * Caster Level * 1,800gp, for being Command Activated powers. Given everything else this bad boy has, we'll make the CL 20. I'll also say that Detert Halflings and Detect Minerals are similar enough to other detect spells to be 1st-level, as well.

Invisibility: 2 * 20 * 1,800 = 72,000gp. Each activation lasts 20 minutes.

Fly: 3 * 20 * 1,800gp = 108,000gp. Each activation lasts 20 minutes.

FoM: 4 * 20 * 1,800gp = 144,000gp / (5 / 2 / Day) = 57,600gp. Each activation lasts 200 minutes.

Detect Magic: 1 * 20 * 1,800 = 36,000gp. Each activation lasts 20 minutes.

Detect Halflings: 1 * 20 * 1,800 = 36,000gp. Each activation lasts 20 minutes.

Detect Minerals: 1 * 20 * 1,800 = 36,000gp. Each activation lasts 20 minutes.

And this leaves us with Protection from Evil, which we'll break into component parts and then largely ignore. :)

The mental protection and ability to hedge out summons we'll just pretend don't exist.

And my price was 1,863,500. Yours was only four percent more than mine. That's pretty close for independent efforts at pricing.

So a fair guess at the price would be just a bit under 2 million gold pieces.

Dear Patryn,

you know when you were pricing the Ring of Elemental Command (dragons) bit, you just slapped on 200,000 gp, even though the Ring has spell-abilities as well as the command bit, could the spell-abilities of the bracers go under that 200,000 gp?
 

No, because they don't seem, in any way, related to the ring of elemental control's powers. I could maybe see detect magic and minerals in the their (very, very maybe), but halflings?

Even if you did, you're still looking at roughly 1.7 million gp for the bracers.

Additionally, the rings powers when applied against dragons are, generally speaking, more powerful than when applied against elementals.
