Can D20/OGL handle this?

Another idea I've had:

Priests do not cast spells. They can mobilize the worship of their congregation (or congregations for hierarchs) to defend a group or region (small as a town, large as a nation, it depends). They can also hex enemy groups or nations through their powers. Can the OGL system handle this idea, or is it beyond that system? Yes, it might not be "playable", but I have long ago discovered that there will be some player, somewhere, who will try it.

Essentially, I'm putting "setting" ahead of "conventional schticks".

Kind of a weird question, isn't it? If you're asking 'does stock D&D handle it' then the answer is of course 'no'. If you're asking 'could a set of alternate rules be written to handle it', then the answer is 'yes' - but it'd be 'yes' for any gaming system.

I agree with J here; what exactly are you asking? Do rules already exist for this? Not that I'm aware of. Could rules concievably be made for d20 that handled this? Absolutely. A correllary implicit question: do rules that handle this exist in any other non-d20 system? Not that I'm aware of.
 

Actually... use the Noble class as a model and throw in the curse spells or design a class mechanic for curses and the answer is yes...
