Can limited wish turn a +2 chain shirt into +2 full plate?

I would say no since Limited Wish can reproduce any spell effect of 7th level or less, and changing a chain shirt into a plate mail is basically casting Polymorph Any Object (8th level).

Also, Polymorph Any Object doesn't even affect magical items. So a bigger no from me.

I mostly agree with Altamont but really its up to your DM. If he feels it is in line with 7th level spells to change a chain shirt into Full Plate that is up to him. It's not like you are creating something from nothing, which is something a wish could do, but modifying an item into a different, but similar (and better) item. Seems like a grey area to me but I know there are many people out there who don't think Wish or Limited Wish should ever grant you any type of positive benefit if you stray from the options listed in the PHB without turning it into some kind of monkey paw wish.

Might work, but mind your wording. You may very well end up with a pixie-sized full-plate

7th level spell

As a DM I would allow this, the character is gaining 1400 gp for spending 300 xp.

300 xp could create an item worth 7500, and XP is more valuable than money.

Probably not since magic weapons/armor require a good bit more power to make. Now you COULD make an admanitine armor get a +2 enchantment bonus.
