Is there any rule that prevents zombies and skeletons from make trip and disarm attacks or do they need to be intelligent?

On their own they wouldn't, but if ordered i think they would be able to.
There is a nice spell in savage species, i think, with which you can grant mindless undead some degree of intellect permanently, i think its a good deal...

Their low int means that they won't likely do it that often for a tactical advantage. But i do have mine do it once in a grand while to represent 'your wepon getting grabbed instead of you.'

Now my zombies will often go for grapple attacks. If you can't see that happening you need to watch a few more movies.;)

Mmmmmmmm, BRRAAAAAIIIIINNNNSSSSS!!!!!!

Strictly speaking, there's no rule that something has to be intelligent to make trip or disarm actions. Afterall, wolves have a special ability related to tripping and they've only got an Int score of 2. Yeah, skeletons are completely brain-dead... (for lack of one)... It's up to you really, but by the books if you can make attack actions you can disarm or trip, etc.
