Can someone refresh me on Touch attacks?

Are touch attacks delivered with a weapon, or must they be delivered with your hands? Couldn't figure this out from looking through my 3.0 books. Where does it say...

As long as we're on the topic, do you get your strength bonus to a touch attack? The PHB states that it's just like a normal attack roll, but I don't see why being strong would help you touch someone easier.

Yes, unless you have "Weapon Finesse: touch spell"

In 3.5, you just need Weapon Finess.
