Can someone tell me how much this magic item would cost

Perhaps the wisdom in having this device is to have at hand spells that he would otherwise have to prepare. Why bother preparing Create Undead when you have a device that does it for you 5 times a day. That leaves room to prepare other spells to enhance your undead creations or maybe some direct damage spells, utility spells, blah blah blah.

Why would it be considered epic? I have no problems if it is, and I think it is, I just dont know why. Is epic anything more than 200,000gp? I appreciate all your answers so far.

The DMG guide in creating magic items state that no magic item can have a value higher than 200k (more or less) without being created using the epic rule.
Ps: you might want to make a runestaff (magic compendium) with those spells instead, a LOT less expensive
