That depends on whether the phrase "conditions in the outside world" is referring to game conditions, or is just a phrase in general.Vegepygmy said:Yes, but it's not a "condition."
If the first, then you're right.
If the second, then I'm right.
I don't know the answer, but I believe the second to be true.
Why?
Because I don't believe it is referring to things like stunned, exhausted, shaken, or various other game conditions. Those aren't things that could affect the spell in the first place, it would be nonsensical to make that sort of reference at that point (IMO).
The portal of MMM isn't on the Prime Material Plane, only MMM's spellcaster can get through that portal or otherwise interact with it (or those he/she designates).Vegepygmy said:You aren't casting dispel magic on the people inside the extradimensional space; you're casting it on the spell's "point of origin," which is the portal.
Spells cast by other spellcasters cannot reach the portal because MMM (including its portal) isn't on the same plane.
The fact that the portal into the extradimensional space of MMM has some fixed point (i.e. point of origin) on the Prime Material Plane does not have anything to do with it that I can determine. (Is there a rules cite somewhere? Did I misread the spell description?)

By coincidence, I was just reading FR: Unapproachable East, and the Transdimensional Spell metamagic feat therein allows spells prepared using it to affect extradimensional spaces.
A Dispel Magic prepared with this feat would, I believe, affect an MMM.
