It's not hard to imagine creating a command-word ring that allows, say, the user to cast Fireball three times a day, using the item-creation guidelines in the DMG. Yes, as dcollins notes, such an item would be a House Rule, but not a House Rule that strays far from the Core. Indeed, I believe a Ring of Spell Storing is a Core item, and command-word, though I'd have to check to be certain.
Regarding the language of such an item, I'd always imagined the master-familiar communication as something akin to what we see in the movie Beastmaster. Usually, the animal speaks in its language, and Darr spoke in standard english, but due to their bond, each was able to understand the other. So there is no real way for the a wizard to create a command-word item "in the familiar's language" or for a non-raven familiar to use a standard command-word item.
With a raven, I'd allow it. I tend to treat familiars similar to AuraSeer's suggestion, in that they are treated in a manner suitable to the threat they present. A hawk flying high overhead is not worth attacking, when there are fighters trying to hack you to pieces. But a raven circling the battlefield dropping fireballs? Priority One.
