D&D 3E/3.5 Can the War-Witch actually become a Elder-God?

Regarding the contents of this core rule book...

And assuming that War-Witch can choose a El-World to be her home plane

Would this mean if she chose the home of the Elder-Gods to be her home plane. that she would automatically become another Goddess? I think this seems bit too OP for my liking and understanding that and that I'm the Dungeon-Master. I would mitigate this feature...

The first paragraph of the 10th level "El Creature" feature states that she becomes "partly an El creature".

The fourth paragraph explicitly states that the World of the Elder Gods is one of the places she can choose as her home plane.

The feature details exactly what powers the character gains by being partly an El creature. I suppose one could interpret being a native of the World of the Elder Gods as meaning that the character is a minor deity, but if so, it doesn't seem like they have any powers from it beyond those listed. Given that the class feature says "partly", I'd interpret that they are a demigod, like Cuchulainn. A hero with partly divine parentage, but gain no significant abilities from this other than those specified.
 


Oh the subject of Shoggey-Beast (Briefly mentioned in the images above...). Would there be any point to War-Witch being able to have that if I made it available as a permanent racial subtype (Check the template...) to male and female first level character's even when the prestige class of War-Witch need to 9th level to do that in the first place. I really guess this question answers itself, but would love to hear your opinions anyway...

Mind You, I have just noticed something about the War-Witch version of Shoggey-Beast. They still can assume their SB form by will and at any time unlike what it says about them on the template itself. So, I guess that's something...
